On October 7, 2024, at a seminar in Rabat, Morocco, Ms. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), emphasized the essential connection between the Istanbul Protocol, forensic medicine and their complementary roles in achieving justice and protecting the rights of torture victims. This seminar aimed at enhancing the capacities of judges in the field of human rights. It was titled "Istanbul Protocol (Revised version): The role of forensic medicine in prohibiting and preventing torture.”
In her statement, Ms. Bouayach underscored the CNDH’s strong commitment to this critical issue. She noted the CNDH’s ongoing advocacy for the adoption of effective mechanisms to combat and prevent torture.
Ms. Bouayach considered the Istanbul Protocol as key international document encompassing seven main requirements: revelation and documentation of torture allegations, adherence to principles of neutrality and independence, guaranteeing legal and judicial procedures, conducting psychological examinations, providing guidelines for interviews and strengthening capacities and awareness. This normative framework is recognized internationally to support investigations into torture allegations.
She added that both the Istanbul Protocol and forensic medicine serve as fundamental pillars in the protection of human rights and the prevention of torture and ill-treatment through standardized and scientific approaches. Both tools contribute to ensuring justice and redress for victims and fostering strict and independent criminal procedures.
This symposium was organized by the Presidency of the Public Prosecution, in partnership with the Supreme Council of the Judiciary and with the support of the Geneva Center for Security Sector Governance.
At this event, participants highlighted the importance of implementing the Istanbul Protocol and the role of forensic medicine in combating torture and ensuring the protection of human rights. They reaffirmed the necessity of adopting rigorous legal and scientific mechanisms to eliminate impunity and promote equality and dignity for all individuals.
