Missions of CNDH’s Regional Commissions

 

In accordance with Article 44 of Law 76.15 on the reorganization of the National Human Rights Council (CNDH), the Council’s Regional Human Rights Commissions operate under the authority of the CNDH’s Chairperson and discharge the Council’s mandate within their respective regions. The tasks assigned to these Commissions, as per the aforementioned law and CNDH’s Rules of Procedure, include:

  • Monitoring and tracking the human rights situation at the regional level, promptly informing the Council’s central bodies, and preparing thematic reports on regional human rights issues under the supervision of the Council’s Chairperson;
  • Ensuring the implementation of the Council’s programs and projects at the regional level, collaborating with relevant stakeholders working on protecting and promoting human rights within the region;
  • Submitting special or periodic reports to the Council’s Chairperson on the measures taken to address complaints falling within the Commission’s territory or competence.

The Chairs of the Regional Commissions are appointed by Royal Decree following the proposal of the Council's Chairperson, a decision made in consultation with the General Assembly. These appointments are granted to individuals meeting specific qualifications. Furthermore, the Council, based on the recommendation of its Chairperson, appoints members of the Regional Commissions through nominations submitted by the respective Commission Chairs.
