CNDH STANDING COMMITTEES

Under Article 50 of its new founding law 76-15 (Dahir No.17.118.1) published on February 22, 2018, the National Human Rights Council sets up standing committees as follows: - Standing Committee on Protecting and Monitoring Human Rights Violations;

- Standing Committee on Promoting Human Rights Culture and Democratic Construction;

- Standing Committee on Parity, Non-Discrimination and New Generations of Human Rights;

- Standing Committee on the Development of International Relations, Partnerships and Cooperation;

- Standing Committee on Evaluating and Monitoring the Effectiveness of Human Rights in public policies and on the Harmonization of Legislation.

The Standing Committee on Protecting and Monitoring Human Rights Violations shall monitor human rights at the national and regional levels while taking into consideration the mandate assigned to the rest of the council’s structures in the field of protecting human rights and preventing their violations.

This Standing Committee assesses and follows up public policies related to human rights area, the effective implementation of the Constitution and the harmonization of national legislation with Moroccan treaty obligations. It also follows up local governance and monitors the implementation of the concluding observations and recommendations issued by human rights bodies and mechanisms.

The Standing Committee on Promoting Human Rights Culture and Democratic Construction shall propose programs and projects related to the promotion of human rights culture, citizenship, non-discrimination, etc. It shall also strengthen capacities and enhancing reflection and dialogue related to human rights. This Standing Committee shall follow up programs, projects and processes of neutral and independent election observation.

The Standing Committee on the Developing of International Relations, Partnerships and Cooperation proposes ways to develop cooperation and partnership relations at the national and international levels, especially with the United Nations system, regional human rights systems, national human rights institutions, and foreign human rights NGOs.

The Standing Committee on Parity, Non-Discrimination and New Generations of Human Rights monitors the situation of gender equality, policies related to positive discrimination and parity, policies related to combating discrimination and hatred, and the situation of young people, older persons, migrants, refugees, children and persons with disabilities rights, etc. This Committee monitors and assesses the practice of new generations of human rights, especially environmental rights, consumer rights, professional ethics, intellectual property, business and bioethics.
