Statement by Ms. Amina Bouayach on the occasion of her appointment as CNDH Chairperson

A new, three-dimensional vision for human rights in Morocco (prevention, protection and promotion)

Dear visitors,

This year, which is my first as the new Chairperson of the National Human Rights Council (CNDH), which is marked by mulitple challenges, both existing and emerging, is an opportunity to renew our country’s commitment to protecting and promoting human rights and preventing their violation. It is also a chance to amplify our accomplishments and extend their reach, to include the vulnerable groups which have long been neglected in our public policy priorities.

Our determination to shaping Morocco as a state of law is steadfast and pragmatic: steadfast in adhering to the principles and values of human rights outlined in our Constitution, binding all Moroccan citizens, and in international treaties ratified by the Kingdom; and pragmatic, as every true democracy is fundamentally an institutional democracy, where citizens' involvement in institutions is central to exercising popular sovereignty.

The Council's extended mandate, as stipulated by the law on its reorganization, underscores Morocco’s resolve to anchor the principles of justice, dignity, and freedoms in a society long shaped by tolerance, pluralism, and openness.

The directives of His Majesty King Mohammed VI underscore the significance of establishing independent mechanisms for protecting and promoting human rights and preventing their violation. These are the National Preventive Mechanism against Torture (NPM), the National Redress Mechanism for Children and the National Mechanism for the Protection of the Rights of Persons with Disabilities.

The Council's independence is a fundamental guarantee for the effectiveness of its work, and a necessary foundation for fruitful partnerships with the Kingdom's institutions—Parliament, the government and the judiciary. This collaborative effort extends to civil society, an indispensable actor in our political system, and the university, making substantial contributions to discussions, innovation and the exchange of ideas, as well as international organizations with whom we share common principles and standards for human rights.

Possessing and disseminating the universal values of human rights is both an individual and collective responsibility, rooted in the freedoms of every individual. It is imperative for everyone to actively engage in this journey as it is the most effective means of advancing the defense of human rights in our country.

AMINA BOUAYACH, CHAIRPERSON

Ms. Amina Bouayach was appointed Chairperson of the National Human Rights Council (CNDH) by His Majesty King Mohammed VI on December 6, 2018, and had previously served as Morocco's Ambassador to Sweden and Latvia from February 2016.
Elected as Secretary of the Global Alliance of National Human Rights Institutions (GANHRI) in March 2022, Ms. Bouayach previously held the positions of Vice-President and later Secretary-General of the International Federation for Human Rights (FIDH). Notably, she was the first woman to chair a human rights organization in Morocco, leading the Moroccan Organization for Human Rights (OMDH) for two consecutive terms. With a diverse professional background, she was previously in charge of communication for the office of former Head of the Government Abderrahmane El Youssoufi, in addition to her roles as a journalist and institutional communication consultant.
