As part of the preparation of a study on good practices stemming from the Universal Periodic Review (UPR) by the High Commissioner for Human Rights (OHCHR), the National Human Rights Council (CNDH) took part in the virtual meeting held on June 17, 2020, with the OHCHR, the Global Alliance of National Human Rights Institutions (GANHRI), and the Association UPR-Info on the contribution to the implementation of the UPR’s recommendations.
In this regard, the CNDH highlighted its actions related to reporting, support for parliament, advocacy, training, and strengthening the national protection system.
In terms of reporting, the CNDH reiterated its plea for the implementation of recommendations rejected by the government, such as the abolition of the death penalty. The CNDH included these recommendations in its 2019 annual report.
Specifying that a large part of the UPR's recommendations concern legislation, the CNDH emphasized its actions related to cooperation with the parliament, mainly the UPR workshop held in December 2019 and the memorandum on the draft criminal code.
Regarding the advocacy for the implementation of these recommendations, the CNDH focused on its campaign to abolish child marriage in the 12 Moroccan regions (child marriage was the subject of 8 UPR recommendations).
This meeting was also an opportunity to underline the importance to train actors, particularly through the Rabat-Driss Benzekri Institute for Human Rights. It was also an occasion to shed light on the importance to strengthen the national human rights protection system, through the establishment of the three mechanisms which are ensured by the CNDH mandate. These mechanisms are the National Mechanism for the Prevention of Torture, the National Redress Mechanism for Children Victims of Violations of Human Rights, and the National Mechanism for the Protection of the Rights of Persons with Disabilities.
