Since 2019, the National Human Rights Council (CNDH) has implemented a strategy centered on "the effectiveness of rights," guiding all its actions and initiatives. This includes efforts to promote equality and eliminate all forms of direct and indirect gender-based discrimination. This endeavor contributes to empowering women and achieving true equality, founded on the full enjoyment of all rights as a fundamental requirement for establishing a just society that upholds the dignity of all its members, without exception.
Three essential dimensions guide the Council's commitment in this area:
Legislative: Evaluating the national legal framework pertaining to equality and non- discrimination;
Institutional: Following-up on the operationalization of relevant constitutional institutions;
Cultural: Promoting the cultural and value factors essential for implementing legal texts.
The revision of Morocco's Family Code marks a new phase in reinforcing equality and equity, while fostering a peaceful and constructive dialogue within society to cultivate a cultural environment that nurtures development and promotes equality.
Furthermore, the impact of laws on women's reality depends greatly on the existence of an environment that embraces equality as a fundamental human value and empowers them economically, socially and politically. Effectively addressing discrimination against women requires an examination extrajudicial aspects relating to cultural and social dimensions, including entrenched traditions and stereotypical practices.
In line with its strategy, CNDH launched a national campaign in 2022 addressing violence against women, under the slogan “Let's not remain silent about violence against women and girls.” The campaign seeks to encourage victims to report incidents of violence, combat impunity and provide material support to associations across the Kingdom that implement projects aimed at raising awareness about violence against women and girls, fostering advocacy to combat impunity and supporting victims.
Emphasizing women's equal participation in the political arena is a distinctive focus for the Council. As a constitutional pillar against gender discrimination, CNDH emphasizes the need to combat stereotypes, dismantle manifestations of marginalization and deconstruct discriminatory discourse. It also underscores the importance of promoting women's participation in electoral mandates and balanced gender representation in elected bodies and leadership positions to empower women and foster their contribution to development. Moreover, it advocates for highlighting the pioneering roles of women in the media as an essential aspect of societal progress.
