The General Assembly (GA) of the National Human Rights Council (CNDH) held its second session from 6 to 8 March 2020 in Rabat, Morocco. The GA approved the draft of the CNDH annual report for the year 2019, the draft opinion on the new development model, the two drafts of the thematic reports on Jerada social events and Al Hoceima protests.
The CNDH annual report on the human rights situation for the year 2019 was approved unanimously by the members of the GA and will be published after adding the amendments of members. It includes seven main axes: protection of human rights, strengthening the culture of human rights, relationship with the legislative institution, human rights and the press, cooperation and international relations, outcome of the implementation of the recommendations of the Equity and Reconciliation Commission (Moroccan Truth Committee), and national mechanisms to enhance the protection of human rights.
The draft opinion on the new development model “The effectiveness of Rights and Freedoms” will be submitted to the Special Model Development Committee soon.
Moreover, GA members discussed the draft thematic report on social events in Jarada. This later was approved unanimously by GA members and was recommended to be published as soon as possible.
The GA also approved unanimously the CNDH report on the Al Hoceima protests and recommended its publication at the earliest. The report includes 400 pages long. It addresses several axes such as: defining the concept of “Al Hoceima protests”, the chronology of Al Hoceima protests: 28 October 2016 - October 2017, disrespecting the freedom of belief and worship, claims of Al Hoceima protests, freedom of expression and assembly, allegations of torture and cases of violence, trail of persons prosecuted following Al Hoceima protests, analysis of social media comments on Al Hoceima protests, the CNDH’s interaction with detainees and their families, general conclusion and general recommendations.
