As part of completing its structures, Ms. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), chaired the installation of the new members of the Regional Human Rights Commission of Laayoune- Sakia El Hamra Region (CRDH) on 8 September 2020 in Laayoune, Morocco.
On this occasion, Ms. Bouayach welcomed the adoption of rotation and deliberation principles in the CRDH membership, noting that CNDH is working with all relevant parties using an interactive and continuous approach. She also indicated that working on human rights issues should be based on collective work despite intellectual and sometimes ideological differences and with respect to specific norms and standards.
Ms. Bouayach also announced that the new CRDHs’ mandate is distinguished by the establishment of the permanent committee on following-up and assessing public policies besides the permanent committee on the protection and promotion of human rights as part of the Council's strategy to consolidate the effectiveness of human rights.
The 21 CRDH members are composed of representatives proposed by their professional institutions, besides civil society and academicians working on different fields related to human rights.
This installation of members of the CRDH of Laayoune- Sakia El Hamra Region is part of the completion of CNDH's structures so that the CRDHs can exercise the Council's powers at the level of the territory of each region, under Article 44 of Law 76.15 on CNDH's reorganization.
According to CNDH's Statutes and Rules of procedure, the regional commissions monitor and follow up on the human rights situation at the regional level. They elaborate thematic reports on human rights issues led by CNDH Chairperson. They also ensure the implementation of CNDH programs and projects at the regional level in cooperation with all relevant actors working on protecting and promoting human rights. Furthermore, CRDHs submit specific or periodic reports to CNDH Chairperson on measures taken to handle complaints received within their competencies.
