Morocco’s Constitution, which is foundational document ensuring comprehensive and integrated protection of human rights in alignment with international standards, affirms the Kingdom’s ongoing efforts to harmonize its constitutional and legal framework with international norms for human rights and democracy.
In emphasizing constitutional principles and rules related to human rights, Morocco has experienced a significant acceleration over the last decade in strengthening the national commitment to promoting and protecting human rights. This notable progress is evident in the adoption of new legislative texts and the amendment of existing effective ones as part of ongoing efforts to align national legislation with international human rights standards.
The National Human Rights Council (CNDH) actively fulfills its responsibilities by providing opinions and memoranda on the harmonization of legislative texts with international human rights instruments ratified or acceded to by Morocco. It also encourages the government to pursue further ratifications and strengthen cooperation with the Parliament given its crucial role in this regard.
In accordance with Morocco’s international human rights commitments and guided by the strategic directions set forth during the latter part of its term, CNDH issued four opinions in 2022 and consistently outlines recommendations in its annual reports on the harmonization of national legislation. It monitors and emphasizes the implementation of these recommendations, crucial for bridging existing gaps in the protective framework of the national human rights system. These recommendations are specifically directed to public authorities, addressing our country’s conventional practices, its engagement with the international human rights system, the legal and institutional framework as well as public policies, programs and practices.
