Toward Institutionalizing the Principle of Participation

The National Human Rights Council (CNDH) is hosting a national consultation with children on June 13–14, at its headquarters in Rabat, Morocco. 

This event is the culmination of a year-long journey that began in February 2023, during which twelve regional consultations were held across various regions of the Kingdom. Throughout this inclusive process, hundreds of children from diverse backgrounds and circumstances shared their voices, experiences, and perspectives- laying the foundation for this national dialogue.

This initiative is part of a broader project led by the CNDH, in partnership with UNICEF Morocco. It aims at strengthening the institutionalization of children’s participation—not only in matters that directly concern them and their rights but also in broader societal issues that shape their communities and future. Participation is one of the core principles of the UN Convention on the Rights of the Child (CRC), which Morocco has ratified- affirming its commitment to recognizing children as rights-holders and contributors to public life.

"Engaging children and institutionalizing their participation is neither a luxury nor a courtesy," said Ms. Amina Bouayach, CNDH Chairperson. She added that it is a fundamental right and a vital pillar for shaping fair, inclusive, and equitable public policies and discourse- ones that listen and respond to children’s needs and best interests. 

The national consultation—entirely moderated by children—will focus on the implementation of the CRC, the actions and questions of the UN Committee on the Rights of the Child, as well as the parallel reports submitted in response. As part of the program, children will elect their own representatives, who will be entrusted with presenting the parallel report before the Committee in an upcoming session.

The consultation will be inaugurated by children alongside Ms. Bouayach, CNDH Chairperson, Ms. Naima Ben Yahya, Minister of Solidarity, Social Integration, and Family, and the UNICEF Representative in Morocco. The event will culminate in the launch of Children’s Call to Action, reflecting their vision and rights-based priorities.

CNDH and UNICEF will also sign a partnership agreement.

The program will include an interactive drawing workshop on digital spaces and children’s safe use of the Internet.
