The Chairperson of the National Human Rights Council (CNDH), Amina Bouayach met, on 4 March 2019 at the Palais des Nations in Geneva, with Michelle Bachelet, United Nations High Commissioner for Human Rights as part of her participation in the 32nd annual conference of the Global Alliance of National Human Rights Institutions (GANHRI)

This meeting was an opportunity for the CNDH Chairperson to confer with Mrs. Bachelet on the state of human rights in Morocco and the work of the CNDH in terms of preventing torture and monitoring human rights situations.

In this regard, Mrs. Bouayach highlighted the new mandates of the CNDH provided by its reorganizational law 76-15 and the new approach adopted by the Council. An approach based on prevention, protection and promotion of human rights and which allow the CNDH to act closer to citizens, she stated.

Within this context, CNDH Chairperson shed light on the three mechanisms of the CNDH; namely the National Mechanism for the Preventive of Torture (NMP), the National Complaint Mechanism for Children Victims of Violations of Their Rights and the National Mechanism for the Protection of the Rights of Persons with Disabilities. Mrs. Bouayach also underlined the importance of the monitoring conducted by the CNDH mainly at the level of places of deprivation of liberty (conditions of detention, the quality of the provided care…) and actions that will be strengthened and developed after the NMP being operationalized.

At this meeting, both parties discussed the possibilities of strengthening cooperation between the CNDH and the Office of the UN High Commissioner for Human Rights (OHCHR) particularly in sharing expertise and reinforcing capacities of African NHRIs as part of the CNDH’s National Human Rights Training Institute- Driss Benzekri (INFDH- DB) program.
