Recommendations, follow-up and implementation

The National Human Rights Council (CNDH), through its National Preventive Mechanism (NPM), presented its experience at the 2nd Webinar on the Optional Protocol to the Convention against Torture and National Preventive Mechanisms in Southern Africa, held on 11 August 2026.

The event was jointly organised by the Office of the United Nations High Commissioner for Human Rights (OHCHR), the Subcommittee on Prevention of Torture (SPT), the Association for the Prevention of Torture (APT) and the African National Preventive Mechanism Network (ANPMN). It brought together 108 representatives from governmental and non-governmental stakeholders, including National Preventive Mechanisms (NPMs), the United Nations, non-governmental organisations and national human rights institutions (NHRIs).

During the webinar, Morocco’s NPM, established within the National Human Rights Council (CNDH), presented an overview of its work from 2020 to 2025. Its record includes 202 visits to places of deprivation of liberty, 156 visit reports and six annual reports.

It also outlined its approach, which is grounded in constructive dialogue with the relevant authorities and stakeholders, together with follow-up on the implementation of its recommendations.

The NPM further highlighted its cooperation with the General Delegation for Prison Administration and Reintegration, the General Directorate of National Security and the Royal Gendarmerie, particularly in the initial and continuing training of law enforcement personnel. It also noted the authorities’ highly positive response to its recommendations.

Alongside the Moroccan experience, the webinar addressed key issues related to the establishment and effectiveness of NPMs, monitoring places of deprivation of liberty, strengthening their independence and resources, following up on the implementation of their recommendations and enhancing regional cooperation.
