Ms. Amina Bouayach, in her capacity as Secretary of the Global Alliance of National Human Rights Institutions (GANHRI), participated, on October 16 and 17, 2024, in the Tenth Glion Human Rights Dialogue (Glion X) held in Marrakech. At this high-level event, she emphasized the crucial role of National Human Rights Institutions (NHRIs) in translating international human rights standards into concrete actions measures on the ground.

In this context, Ms. Bouayach underscored the importance of NHRIs in defending human rights and preventing violations. She stressed the importance of strengthening collaboration among national and international stakeholders to enhance the effectiveness of the global human rights protection system. She stated that this process relies on "a continuous interaction between global frameworks and local realities", enabling an assessment of the impact of standards and identification of essential actions for their implementation, particularly for vulnerable groups.

Ms. Bouayach also commended the recent establishment of the International Network of Governmental Mechanisms for Human Rights, coordinated by the Kingdom of Morocco. She reiterated the importance of close collaboration among various stakeholders- States, independent institutions and international mechanisms- to ensure the effective implementation of universal human rights standards at the local level and to address the needs of vulnerable populations. 

This year’s Glion Dialogue, traditionally held in Switzerland and held for the first time outside the country, was organized by the Permanent Mission of the Kingdom of Morocco in Geneva, the National Human Rights Council (CNDH), and the Universal Rights Group (URG). The theme of the event was “Transforming Universal Norms into Local Reality – NMIRFs and the Strengthening of the UN Human Rights System’s Effectiveness and On-the-Ground Impact.”

The dialogue brought together diplomats, human rights experts and high-level officials from the Office of the United Nations High Commissioner for Human Rights and GANHRI. The dialogue provides a platform to address global human rights challenges and discuss best practices for enhancing the effectiveness of national mechanisms.
