The National Human Rights Council (CNDH) has released its preliminary findings on the legislative elections held on 23 September 2026. The findings were presented on Thursday, 24 September, by CNDH Chairperson Ms. Amina Bouayach during a press conference.

The observation was carried out as part of the Council’s mandate to independently and impartially monitor elections, follow the various stages of the electoral process, and assess compliance with relevant constitutional, legal and regulatory provisions, as well as international human rights standards.

Published under the title "Electoral Cycles and the Challenge of Trust and Participation,” the preliminary findings are part of a broader observation effort covering the different stages and key milestones of the electoral process.

The CNDH's observation was based on an independent and impartial methodology combining field monitoring, data collection and objective analysis. This enabled the Council to gather a broad range of observations and information on the conduct of the elections, providing an initial basis for assessing the different dimensions of the electoral process from a human rights perspective.

According to Ms. Bouayach, the preliminary findings include 8 major recommendations and 8 key conclusions, drawing on data and information collected by a team of 783 observers deployed across the 12 regions of the Kingdom.

The Council also monitored the digital space through a dedicated team, which developed an integrated system to track and document information, verify sources, and organise and cross-check the data collected.
