The National Human Rights Council (CNDH) participated, on Friday 8 March 2024, in Panel Discussion on challenges and good practices to realize the right to social security and to provide quality public services, as part of the 55th Session of the Human Rights Council (HRC), held from 26 February to 5 April 2024, at the Palais des Nations in Geneva between.
Mrs. Saadia Waddah, CNDH member, delivered the CNDH statement emphasizing the utmost importance it places on the right to social protection within CNDH strategy based on the effectiveness of human rights. The CNDH has consistently addressed the right to social security in its various reports, including Annual Reports, Thematic Report on “The effectiveness of the right to health in Morocco” and Memorandum on Targeting System for Social Support and Establishment of the National Register Agency.
In the same context, the CNDH welcomed Morocco’s legislation and public policy initiatives and reforms, including the adoption of the framework law on social protection in 2022 and the launch of the project on social protection generalization, health coverage, and support for vulnerable groups.
The CNDH noted positively these initiatives and called all stakeholders to join efforts and complete the setup of the social protection system stipulated in the International Labor Organization (ILO) Convention ratified by Morocco in June 2019.
The CNDH also highlighted that enhancing social protection requires addressing health coverage systems challenges.
The CNDH concluded that completing social protection generalization project, in the context of the post-COVID-19 pandemic and the complex and multidimensional crises prevailing in the contemporary world, requires considering ILO Social Protection Floors Recommendation No. 202 when implementing public policies.
