For the first time in Morocco, the 10th International Conference on Human Rights and Electoral Laws will take place in Marrakesh starting tomorrow morning, Friday, May 22, 2026. Organized by the National Human Rights Council (CNDH), this year’s conference will focus on the theme: “Elections and Human Rights in the Age of Digitalization and artificla intelligence.”

The conference comes at a particularly timely moment, both regionally and internationally, as Morocco prepares for its parliamentary elections next September. It will bring together judges from several countries, along with experts, public officials, representatives of national institutions, electoral bodies, international and regional organizations, academics, researchers, and professionals working in the fields of human rights, digital technologies, AI, and elections.

Speaking ahead of the event, the CNDH Chairperson emphasized that, as Morocco prepares to observe the upcoming parliamentary elections, the conference seeks to deepen discussions on the profound changes reshaping electoral processes in the era of rapid technological and AI development. The aim is to better understand the challenges these transformations pose to the protection of rights and freedoms, while also ensuring the transparency and integrity of elections in an increasingly digital environment.

The conference will explore how legal and institutional frameworks can adapt to these digital transformations in ways that safeguard personal data, combat disinformation and hate speech, and encourage the ethical and responsible use of AI in electoral processes, in line with international human rights standards.

Ms. Amina Bouayach noted that while digital technologies have expanded political participation and improved access to political discourse, they have also revealed structural vulnerabilities that may threaten the credibility of elections, fair political competition, and the public’s right to reliable electoral information.

Discussions throughout the conference will address several major themes, including the impact of AI and digital technologies on electoral processes; the opportunities and challenges of online election observation; electoral disputes and judicial appeals in the digital age; and online political campaigning driven by AI-powered communication tools. Other topics will include algorithmic transparency, cybersecurity, privacy rights, and the protection of personal data within the electoral sphere.

The conference will also present comparative experiences and international best practices regarding the use of technology and AI in managing elections. In addition, participants will examine the role of national human rights institutions, electoral authorities, and digital stakeholders in supporting these transformations while ensuring the protection of fundamental rights and freedoms.

Speakers and participants from Latin America, Europe, and Morocco are expected to take part, providing a valuable platform for exchanging international perspectives and experiences on the growing intersection between democracy, elections, human rights, and digital technologies.
