Ms. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), called for the revision of Law No. 02.03 on the entry and stay of foreigners in Morocco and on irregular migration, as well as for the adoption of an asylum law.

She made these remarks at the opening of a new training session for members of law enforcement and officials responsible for implementing the law on the rights of persons in migration situations.

She noted that this comes after a decade has passed since the adoption of the National Immigration and Asylum Strategy, which serves as a framework for coordination among different stakeholders.

Ms. Bouayach stressed the need to take into account national human rights developments related to migration and asylum governance, including the humane management of cross-border migration flows, while ensuring the protection of individuals regardless of their status and the safeguarding of human dignity.

Following previous training sessions on the prevention of torture, this first training on migration targets 20 law enforcement officers and is part of an ongoing strategic partnership between the CNDH and the General Directorate of National Security (DGSN).

This new session aims to shed light on the framework for protecting the rights of migrants in Morocco, as enshrined in the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Global Compact for Migration, and relevant national legislation. It also brings together experts and officials from both the National Human Rights Council and the General Directorate of National Security throughout the week at the Driss Benzekri Institute for Human Rights in Rabat to discuss challenges related to the protection of migrants and opportunities to strengthen best practices in line with national and international standards.

The sessions focus on key themes, including the reference framework on migration, international conventions and Morocco’s engagement with treaty bodies, migration in Morocco and the protection of foreign nationals, and the National Immigration and Asylum Strategy.
