Morocco topped the Human Rights Committee’s ranking for the implementation of selected recommendations, alongside Denmark, Sweden, Argentina, and Burkina Faso. The five countries obtained the ‘A’ rating which is the highest rating of the follow-up review on implementing priority recommendations conducted by the Human Rights Committee and whose results were announced in December.

The ‘A’ rating reflects that these countries have taken “significant action” towards the implementation of recommendations.

The rating of Morocco within this list and its obtainment of the "A" rating came after its adoption for the law on the National Preventive Mechanism against Torture (NPM) and its implementation by designating the National Human Rights Council (CNDH) as the operative body.

In 2013, to encourage States to act on its recommendations, the Human Rights Committee adopted a follow-up procedure. According to that procedure, it selects a limited number of recommendations from the full set to be evaluated during the follow-up process. After two to three years following the dialogues, the Committee evaluates the countries' progress on the implementation of these recommendations.

The Committee assigns five ratings. The highest rating is the ‘A’, which means that the measures taken by States are largely satisfactory, and the lowest is the 'E', contrary to or reflects the rejection of the recommendation.
