
Salé, April 8, 2025 – Limited access to information, a lack of sign language interpretation, and the absence of audio description are among the key barriers undermining the effective realization of the rights of persons with disabilities (PWD) in Morocco. These were the central concerns raised by Ms. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), in her opening statement at the 16th National Disability Forum, held under the theme: “Media and Disability: Realities and Challenges.”
In her address, Ms. Bouayach provided an assessment- based on the CNDH’s ongoing monitoring efforts- of the challenges facing PWD and outlined the potential roles that media can play in promoting their effective enjoyment of rights.
She also highlighted the lack of digital accessibility, noting that several national media websites and mobile applications do not meet accessibility standards, making them incompatible with screen readers and inaccessible to visually impaired users.
To address these gaps and foster a more meaningful media contribution to the promotion of the rights of this group, Ms. Bouayach called for the adoption of inclusive and accessible media content that combats disability-based discrimination and upholds the principles of digital inclusion. She emphasized that empowering PWD and ensuring their right to access information, communicate, and fully participate in sustainable development requires responsible and accessible media that respects the rights of all.
The 16th National Disability Forum was organized by the Mohammed VI National Center for Persons with Disabilities in partnership with the CNDH. This year, the forum also served as a platform for the CNDH Chairperson to announce the launch of a National Initiative for Excellence in Disability Coverage. This initiative, currently targeting journalists and media professionals, aims to promote media engagement in defending the rights of PWD and honor media contributors who advocate for disability rights in Morocco.
