A week-long training program organized by the National Human Rights Council (CNDH) for senior staff of the Human Rights and Civil Society Department of the Palestine Liberation Organization (PLO) concluded today. The program was held as part of an official visit by a Palestinian delegation to Morocco, bringing together both human rights and political representatives of the Organization.
The closing session, co-chaired by Ms. Amina Bouayach, CNDH Chairperson, and Ahmed Said Al Tamimi, Head of the Human Rights and Civil Society Department of the PLO, was marked by the signing of a cooperation protocol between the two parties.
This protocol aims to establish and develop a structured framework for joint action, cooperation, and consultation in the field of human rights protection and promotion. It provides for the implementation of practical programs focused on capacity-building, as well as the exchange of experiences and best practices, particularly in engaging with the international human rights system, documenting violations, monitoring, advocacy, and reporting.

Ms. Bouayach emphasized that this agreement goes beyond a simple framework document; it represents a genuine expression of a shared commitment to building sustainable cooperation, grounded in a firm dedication to advancing human rights and strengthening their protection.
“We are fully aware of the significant challenges faced by Palestinian human rights institutions, in a context marked by increasing restrictions on civic space and the continued targeting of human rights defenders,” noted the CNDH Chairperson. She added that the responsibility to uphold universal principles calls on institutions to deepen cooperation and elevate their advocacy efforts in support of justice and accountability.
Under this agreement, cooperation between the two parties will focus on several key areas, including strengthening capacities, exchanging knowledge and information to benefit from comparative experiences, enhancing dialogue mechanisms, and monitoring relevant United Nations procedures and developments.
This first-of-its-kind training program, along with the Moroccan-Palestinian cooperation protocol, reflects the commitment of the CNDH as an independent constitutional national institution to supporting human rights causes through international cooperation and solidarity. It also underscores its engagement with regional partners in advancing human rights advocacy and protecting defenders.
At the heart of this commitment remains the Palestinian cause, which continues to hold a central place in Morocco’s human rights priorities, both institutionally and among the public.
