Following Morocco's ratification of the International Convention on the Rights of Persons with Disabilities and its Optional Protocol on April 8, 2009, we decided to devote the seventh issue of the newsletter of the Advisory Council on Human Rights to the rights of persons with disabilities.

While Morocco's ratification of this Convention demonstrates its commitment to secure the rights to the persons with disabilities, and its willingness to open debate and think about the mechanisms for implementing this Convention through the international seminar, held on May 14, 2009, the country's challenge is to adopt an integral approach, making it possible to move from a solidarity approach to a participatory integrated one focusing on the citizenship of the disabled, in such a way as to enable them to enjoy fully their rights.

Our special report contains a presentation of national legislation on the rights of persons with disabilities, and the Spanish and Tunisian experiences in the field.
